Illinois Gubernatorial Debate - Quinn v. Ruaner
PEORIA, Ill. (Associated Press) -Democratic Gov. Pat Quinn and Republican Bruce Rauner met for their first true debate of the Illinois governor's race.
The candidates in the race for Illinois governor are presenting contrasting views on the economic climate in Illinois.
Gov. Quinn says manufacturing is up since he's been governor and notes auto manufacturing companies including Chrysler and Ford have increased jobs in recent years under his watch.
But Rauner says the state's regulations and taxes are stifling growth.
Quinn wants to extend the state's temporary tax increase which is set to expire next January. Rauner, meanwhile, supports an incremental rollback.
The candidates have contrasting views on a proposal to fix the formula used to fund the state's schools.
Democratic Sen. Andy Manar's proposal would direct more state money to poorer rural districts at the expense of wealthier suburban districts. The plan passed the Senate in the spring and is being considered in the House. Lawmakers from wealthier Chicago suburbs object to the funding cuts some districts would face.
Gov. Quinn says the state needs to increase education investment. But he says Manar's proposal needs "a lot of oversight and review" as well as more debate.
Rauner says he "probably wouldn't support that particular bill." He said he favors an overhaul of the current formula.

BRUCE RAUNER’S LEAD GROWS IN ILLINOIS GOVERNOR’S RACE; VOTERS WARM TO HIS TAX PLAN

A Reboot Illinois poll in June showed Republican gubernatorial candidate Bruce Rauner with a 10-point lead over Democratic incumbent Gov. Pat Quinn.
A new Reboot Illinois poll, the first conducted since Rauner’s approach to state taxes was unveiled and thoroughly reported, shows the Republican adding to his lead by 4 percentage points while also winning over voters with his proposal to reduce the income tax and expand the state sales tax. The newest statewide poll was conducted July 28 by We Ask America.
The poll contained three questions asked in sequence to gauge respondents’ reactions to the tax plans forwarded by Quinn and Rauner. Respondents first were asked for whom they would vote if the election were today. They then heard specifics of the tax plans in a second question: “Pat Quinn wants to make permanent the 5 percent personal income tax rate. Bruce Rauner wants to take four years to reduce the income tax rate to 3 percent. Rauner would also expand the sales tax to cover 32 services; not just goods. We’d like to know which plan you think is more likely to balance the budget?”

STATE BUDGET GAP JUST ONE THAT MUST BE FILLED

We’ve got way too many gaps in Illinois. We’ve got a state budget gap. And then we’ve got a public finance literacy gap and that’s all exacerbated by a huge credibility gap.
1. The state budget gap. Democratic majorities in the House and Senate sent Gov. Pat Quinn a unbalanced $35.7 billion budget for the fiscal year that starts July 1. But without a tax increase, the state is projected to have at least $1.8 billion less to spend next year.
2. The public finance literacy gap. All of us citizens and taxpayers have trouble wrapping our brains around those big numbers that begin with B. Billions are just so hard to fathom. And so far, we just don’t seem to care. A Reboot Illinois automated poll conducted by We Ask America last week illustrates the finance literacy gap. More than 65 percent of those polled want the income tax rate to drop, as scheduled, from the 5 percent rate to 3.75 percent (which will add to the budget gap, of course). Even nearly 50 percent of those who call themselves Democrats want the rate to drop. And more than 55 percent of Chicagoans polled want it to drop. That’s some pretty strong support for no tax increase and it explains why majority Democrats were loathe to pass one before they face voters in November.

We’re in the midst of what has become the most fascinating Illinois governor’s race in decades. Though the campaign still is in its early stages, the contest between Democratic incumbent Gov. Pat Quinn and Republican challenger Bruce Rauner already has become noteworthy for money raised and spent, pointed rhetoric (“Quinnocchio” vs. the “billionaire”) and the sharply divergent styles and philosophies of the candidates.

Do the state’s budget priorities match yours?
Here is a breakdown of Gov. Pat Quinn’s budget proposal for 2015. Quinn and the General Assembly have between today and May 31 to get details hammered out for the budget year that begins July 1.
The education portion of this budget includes $4 billion in pension contributions to the Teachers Retirement System and State University Retirement System. The government services portion includes $1.2 billion in required state pension payments. This breakdown is based on a General Revenue Fund of $32.2 billion.
