While the Tragic Accidental Death of a Homeless man selling Loose Cigarettes (to hide his income from the Government who would reduce his SSI if it were known) has brought great attention to POLICE and accidental Killings. It's instructive to look at REALITY when evaluating this.
The AUTHOR spent 2 1/2 YEARS Homeless - 1999 - 2002 so knows it well.
Here are the FACTS:
NOT ALL HOMELESS MEN (And Women) are INNOCENT VICTIMS - many are GANG MEMBERS, Drug Dealers, PIMPS and some are VERY DANGEROUS
HOMELESS SHELTERS offer a GREAT PLACE TO HIDEOUT from the LAW and often are populated by CRIMINALS
HOMELESSNESS offers NO SAFETY or SECURITY (though most shelters are safe, some are RUN by GANGS and dangerous)
HOMELESS often have NO PHONE, NO ADDRESS and NO WAY to CONTACT Authoritis if needed. The CRIMINAL ELEMENT Knows this and preys on the rest
DEATH is EVER-PRESENT and NEAR for the HOMELESS - in my two years spent in shelters (and "on the street") THREE MEN DIED - One was BEATEN TO DEATH by GANGBANGERS, ONE FROZE TO DEATH DRUNK IN AN ALLEY and ONE DIED OF A HEART ATTACK on the street
POLICE, FIRE DEPT and AID WORKERS do what they can but they are OVERWHELMED and POWERLESS
POLICE ALSO know that MANY HOMELESS are VERY DANGEROUS and SOME CARRY HIV AND AIDS
The AUTHORITIES do what they can but YEAR IN and YEAR OUT things remain the same for this segment of the Populace
