House Speaker Michael Madigan has recommended that Illinois devote $100 million in capital construction funds to make Chicago the home of the Barack Obama Presidential Library.
If the effort is successful, it would be the second presidential library for Illinois, which a decade ago became home to the $145.2 million Abraham Lincoln Presidential Library and Museum in Springfield. It has become a major tourist attraction and academic center.
