Taxpayer burden moves up, people move out of Illinois -

In our last post, we discussed some recent results from the annual United Van Lines migration study. In 2013, Illinois had the second highest share of outbound shipments in total interstate shipments in the nation, and for the second consecutive year, trailing only New Jersey. We compared Illinois and Indiana, noting how migration patterns have consistently deteriorated for Illinois compared to its immediate (and relatively solvent) neighbor in recent years.
The charts below compare Illinois to its six closest surrounding neighbors on two dimensions – Truth in Accounting’s measure of Taxpayer Burden (a measure of state debt loads), and United Van Lines’ reported share of outbound shipments in total interstate shipments.
First, here’s a look at recent trends in state government financial conditions. This chart compares Illinois’ “Taxpayer Burden” to the simple six-state average for Indiana, Iowa, Kentucky, Michigan, Missouri, and Wisconsin. Truth in Accounting’s “Taxpayer Burden” metric is prepared on a per-taxpayer basis, and the simple cross-state comparison is valid. It also looks pretty bad, from Illinois’ perspective:

Debt Crisis can be Avoided
To nearly everyone’s surprise, there will be no need for a last-second deal to avoid another government shutdown on January 15 of next year. The deal that ended the shutdown earlier this Fall had set a December 13 deadline for the House and Senate to come up with an agreement on the budget, but there was no reason to expect success, and every reason to imagine that we would be facing another shutdown in the new year.
