DARPA Looking to Create Implant to Connect Brains and #Computers #SocialMedia #Science #Medicine

A cybernetic revolution that could quite literally change the face of human existence is the size of “two nickels stacked back to back.”

The Defense Advanced Research Projects Agency (DARPA) has announced their intent to bridge “the bio-electronic divide” with an implantable device that would “serve as a translator, converting between the electrochemical language used by neurons in the brain and the ones and zeros that constitute the language of information technology.” If it sounds like the stuff of science fiction, that’s because it is. But DARPA’s Neural Engineering System Design (NESD) is also far more.
Previous attempts at harnessing the insane amount of neural information our brains produce have been like “two supercomputers trying to talk to each other using an old 300-baud modem,” according to NESD program manager Phillip Alvelda. “Imagine what will become possible when we upgrade our tools to really open the channel between the human brain and modern electronics.”
Among the first applications of the technology are corrections for deficits in hearing or sight. If they can manage to essentially broadband the communication between the brain and a computer inferface, they could offer audio and video data to the brain in place of the nonfunctional eyes or ears.
The foundational principles already exist, and in fact are approved for human use. Unfortunately, those systems currently approved must aggregate the functions of tens of thousands of neurons into no more than one hundred channels. It’s “noisy and imprecise.” NESD isn’t just looking for a minor upgrade to the existing system. No, they want to create a system that will communicate with a million active neurons “clearly and individually.”
As exciting as the prospect is, they’ve still got a ways to go. Getting the project from concept to reality will require “integrated breakthroughs” across everything from neuroscience and photonics to medical device packaging. The list of advances required is a long one, but it’s no longer out of reach.
NESD is hoping that “a diverse roster of leading industry stakeholders” can be recruited to help develop these new technologies and their resultant application. Those who jump onboard may later be given the opportunity to help transition the results into research and commercial application. To that end, DARPA will be hosting a “Proposer’s Day” meeting in the coming weeks.
The project is an integral element of DARPA’s participation in the BRAIN Initiative, from which it has already received some $50 million in funding. If successful, the traditionally muddy realm of human memory will become as crystal clear and defined as the “memory” of a hard drive, and soldiers could gain night vision without the use of goggles. We’re on the doorstep of a future in which you could implant your brain with terrible cat videos, instead of spending regrettable amounts of hours on YouTube.
Sure, we could also eliminate blindness, deafness, and Alzheimer’s patients could retain their dearest memories. We could delete PTSD, or cure addictions by simply controlling the brain’s more destructive impulses. But in the wrong hands, one could also mainline Tumblr.

#Twitter Clarifies Rules of Banned #Content, Abuses @Drudge

(Reuters) - Twitter Inc has clarified its definition of abusive behaviour that will prompt it to delete accounts, banning "hateful conduct" that promotes violence against specific groups.
The social media company disclosed the changes on Tuesday in a blog post, following rising criticism it was not doing enough to thwart Islamic State's use of the site for propaganda and recruitment.
"As always, we embrace and encourage diverse opinions and beliefs, but we will continue to take action on accounts that cross the line into abuse," Megan Cristina, director of Trust and Safety, said in the blog.
The new rules do not mention Islamic State or any other group by name.
"You may not promote violence against or directly attack or threaten other people on the basis of race, ethnicity, national origin, sexual orientation, gender, gender identity, religious affiliation, age, disability or disease," according to the revised rules. (http://bit.ly/1MFueNn)
The company previously used a more generic warning that banned users from threatening or promoting "violence against others."
J.M. Berger, co-author of a March 2015 Brookings Institute "census" of ISIS Twitter use, which found that the militant group had operated at least 46,000 accounts from September to December of last year, said the change would lead to more aggressive reporting of abuse by users who flag accounts that break the rules.
"The new definition is much clearer and takes some of the guesswork out of determining if a Tweet violates the rules," Berger said. 
Rabbi Abraham Cooper, who heads the Digital Terrorism and Hate Project at the Simon Wiesenthal Center in Los Angeles, said that "terrorists and hate groups will leave" if Twitter enforces the revised rules.
He said that would require blocking repeat offenders from setting up new accounts with altered handles and remove thousands of existing counts that violate the policy.
Tuesday's announcement did not disclose changes to Twitter's enforcement strategy. A company spokesman declined to say if any were in the works.
The new rules also said that Twitter might respond to reports that somebody is considering "self-harm" by contacting the person to express concern and provide contact information to mental health practitioners.
Lawmakers in Congress proposed legislation earlier this month that would require social media operators, including Twitter and Facebook Inc, to notify federal authorities of any detected "terrorist activity."

#1: Follow the Formula

If your intent is to encourage engagement, writing a post that is formatted properly for Google+ is practically formulaic:
1. Create a post title that is no more than 40 characters long and use asterisks at each end to make it bold.
2. Summarize the post so the reader knows what to expect. Keep your summary close to 159 characters and you’ll have exactly three lines of text, which ensures that most people will see the whole thing without having to click Read More.
3. Include a link to the destination post if you’re using an image or video.
4. Add some personal insight (in your brand’s voice) to create a connection with the reader. Ask a question or include a call to action to help boost your engagement.
5. Add three to five hashtags to improve discovery in Google+ and Google search.

#2: Stay On-Topic

Just Guns, based in Sacramento, California, has a few challenges they’ve had to overcome to create their Google+ community. They don’t allow transactions on their website so all business must be conducted at their store. To make matters more complicated, they have to limit their audience to 21 and older when it comes to Google+.
How can a brand page with so many restrictions engage with their target audience and see benefits? The answer is in the style of their posts. Just Guns consistently gears their Google+ updates toward educating their audience, while also providing entertainment. Each post is on-topic for their company and both people and Google can understand this.
Curious about just how well this tactic is working for them? Not only is their audience interacting with them regularly, Google Local drives over 2,000 visits a month to their website and more than 600 new calls a month to the company.
The key takeaway here is that while you can mix it up a bit, it’s important to keep posts consistent and on-topic.

#3: Share Business Posts From Personal Pages

As a marketer, you’re short on time. Managing both your brand page and your personal page can become time-consuming. However, by combining your efforts on both, you can extend your company’s reach and reap great dividends.
The first step is to share your initial post to the company Google+ page, thenshare that Google+ update from your personal Google+ page (and ask your team to do the same). You could also link directly to the post from your personal page if you prefer.

By sharing your posts from multiple accounts, you reach a much wider audience. Adding a level of personality to your posts (via customized insights about them) helpshumanize your brand and adds a personalized punch to the content, which in turn expresses expertise, authority and trustworthiness.

Facebook says page calling for death to Jews doesn't violate 'community standards'

Facebook page calling for the death of Israeli Jews does not violate the social network's "community standards," according to multiple messages sent by Facebook in response to user complaints.
The page in question, is named, "Death to zionst baby killer israeli jews." The page, which spells "Zionist" incorrectly, features an Image of Israeli Prime MinisterBenjamin Netanyahu as a vampire with blood dripping down his chin as he feasts on a child. It was started on July 25.
Individuals complaining about the page were greeted with the following message (screen captured below):


We reviewed your report of Death to zionst baby killer israeli jews. Thank you for taking the time to report something that you feel may violate our Community Standards. Reports like yours are an important part of making Facebook a safe and welcoming environment. We reviewed the Page you reported for containing hate speech or symbols and found it doesn't violate our Community Standards.
