MONTREAL—New laws to jail promoters of terrorism and seize or silence jihadi propaganda have stirred up controversy but led to few actual convictions in a country that served as one of the models for Prime Minister Stephen Harper’s latest salvo against the Islamic State.
In Britain, which criminalized the encouragement of terrorism in 2006, the culprits have included a Muslim bookseller who traded in extremist literature and whose business card regularly turned up in terrorism suspects’ homes, a law student who argued videos of attacks on western troops in Iraq and Afghanistan showed defence against an invading force, not terror, and a street merchant who, the courts ruled, was “reckless” about the potential influence of videos that celebrated notable terrorists.
But the most recent case closely resembles the threat Canada has set out to tackle with the flood of young Muslims drawn to the Islamic State, a brutal insurgent group that has taken control of wide swaths of Syria and Iraq. In that case, a young man from Wales who had been stopped on two prior occasions from travelling to Somalia and Turkey was later arrested for posting terrorist material to social media websites even while he was participating in a government sponsored deradicalization program.
